This might be a place where a Galloway method might be a winner. Run at 7 and then walk for a while.
The one who has eaten/drank the most and has more body fat. That way when the race goes on for a day or two, they will the most calories and hydration saved up.

Um no. Slower runners will be running at a higher percentage of their max effort and faster runners less effort. So anyone can run at lower effort longer. This is logically silly. The best runner will win assuming their bodies can handle the metabolic and physical wear and tear. So it will be the fastest runner with those caveats.
I reckon I'd be pretty good at this.

Let's say the tractor has a 50 litre capacity and burns somewhere between 5 and 10 litres an hour (probably in the middle?) so you need to run 7:59s for between 5 and 10 hours. 8 min miles is 8:15 100km pace which is easy. I’ve got experience on this one:
First figure out your optimal aerobic pace, if it’s 7:30s don’t run faster than that although the rest at a slower pace might be appealing.
You can break the run into long intervals like the OP said, but aside from the runner who’s in the best aerobic shape - the other factors that will come into play are stride efficiency (not necessarily the lightest runner, but physics helps) and if re-fueling is allowed.
Look at 100km race paces to get an idea of sustained pace and re-fueling tactics.
The guy with the best head on his shoulders will win every time.

I read this when I was a kid, just went back and skimmed it. Thing that sticks out to me is that 4mph is 15min/mile. Have you ever walked at 15min/mile? It ain't easy. King wants us to believe these guys walked 100+miles with no rest at 15min/mile. Total BS. The long walk would have been over in 20miles for a bunch of untrained punk kids.

Exactly, I am pretty far down on my team 5k time wise (18:4x), but I would say I can run much farther at 8 min pace than most of my team, I've run a marathon and the farthest any of the others have run is 16 miles for 4-5 of them.

No need to run 7:59 continuously. Just need to do it once to get 1 sec ahead of tractor man, and the all you need to do will be a bunch of 8 min miles
