With an NCAA D1 XC/T&F limit of 12.6 and 18.0 total scholarships for men and women respectively and with most schools not funding to those levels, I can't imagine more than a handful of true "full" scholarships are awarded. Full meaning 100% of all costs of attendance are covered (tuition, room and board, books, fees).
Perhaps if there were a top 10 nationally ranked athlete who chose to go to a school that wasn't a traditionally a powerhouse. However, those schools are the one's who typically aren't fully funded.
I'd be interested in hearing other's opinions/experiences.
