Chicago might not hire official rabbits, but they have no way of telling the competitors (elite or everyone else) that pacing isn't allowed.
And even if Rupp claims he wants to run 2:06 tomorrow, is he really the sort to hire a rabbit to ensure a fast time? Doesn't really fit the profile. He's much more likely to win in 2:12 and then tell the press conference he wanted to focus on competing.
