The Muzzle Blast is very bright and apparent at night even from a .22 Short handgun. The gunman was in a single suite. Many SWATs only use one personally issued rifle, just like elite military soldiers do. When issued the rifle from the organization, that rifle and person goes to the rifle range and calibrates it for many shooting conditions such as windage, elevation, rain, temperature, etc. That's standard rifle marksmanship. The rifle and person is then treated as one and the same. I.E. no one else uses that rifle but one person. This procedure is repeated every 3 months or so depending on the particular policies of the organization. Hitting a human sized target 400 yards w/o a scope is considered fairly standard under these conditions.

Regarding this killer: he was a multi millionaire who even owned a plane. If you have money in this country, I would imagine purchasing an illegal machine gun wouldn't be hard.

There's 630,000 LEGAL "machine guns" in this country, that being fully automatic weapons. But yes, you have to have a lot of cash, typically they go for 5 figures and the permit process is lengthy. Also, it's about a $50 part to turn a semi-auto into a full auto although they're not very reliable. It's assumed at this point that's why he had so many guns, knew they might not function properly. So it's doubtful this was a full auto situation. But details aren't clear.
