States are allowed to decide the legal age of marriage. You do not have to be an "adult" to get married. Some states only allow underage children to marry with the consent of their parents. Presumably so teenagers can't run away and get married, but this also means that parents can pressure their children into an arranged marriage.
I think Vegas weddings can be nullified after the fact if you claim you were not of sound mind and body when you agreed to it. Also, consent generally has to be verbal.
