Interesting point...but if they don't drug test at most road races then how do you control this?
I remember once at a local-mocal 5k several years ago, where the top 3 in each age division get a cheap ribbon & a bagel ?, an older dude (well over 50) asked me at the start line if this event "drug tested." I replied; "huh?...there's no drug testing at this event....why?" He said, "good...I didn't think, but I thought I ask anyway"
Now imagine if I went to the race director and told he/she that I think an older competitor in the field might be doping. They're going to laugh and say "really?" So, if there's no testing, then there's no deterrent....nothing new there.
