This is not at all true.
There was no provision even decades ago, to test testosterone levels and allow somebody to compete if they were under a thresh hold. This was a relatively recent invention.
You are wrong. There has been chromosome testing as far back as the 1980s (decades ago)... There has been T/E ratio testing going back to at least the 1990s (probably earlier)... Remember Mary Decker in 1996?
My point is valid. Mary Decker's T/E ratio in 1996, the Spanish hurdler in in 1986 who "failed" a chromosome test are examples. Semenya wouldn't pass either of those tests.
