I've tried to find this information but google wasn't helping...
Does anyone know ROUGHLY how much it costs to install a three lane all-weather track? (like a warmup track) How about a full sized track? (track only)

$40 a square yard, not including the asphalt base. 3 lanes might be $50,000 just for the surface alone.
We re-built our school 3 years ago on new property so they built our track from the ground-up. It's rubberized, 8 lanes. Cost was $110,000 by Precision Sports out of Virginia who I would highly recommend. Our track is red in color which cost another 7-8K.
Thats a good deal since the average track is about $300,000 at least for a top of the line one.
3 lanes (around 1500 sq yds)of a top of the line surface cost us 175,000 minus about 65k in work done to patch up existing asphalt.
Not even close on the cost of a top on the line track being 300k. Just the rubber will cost you about $70/sq yd for the premium stuff with about 9000sq yds being enough for a nice college facility. So, ~630k for the rubber and then another million or so for the civil work, ashphalt, in ground equip. , etc. Toss in lights and other assorted goodies and you'll be north of 2 million, easy.
Roughly $250,000 for a basic 6-lane affair...but fancier tracks can cost up to $750,000 if you include new seating areas and the like...

Ichan needs a warm up track to bid for Nationals. They have to ask Carl for an other quarter Million.
I worked for a construction company who specialized in tracks. The cheapos are made of recycled rubber with a latex spray on top. Then you upgrad by adding a thin layer of polyurethane. The good ones are 100% poly. We never put one in that nice. I would say thay would run close to half a mill.
most decent surfaces will cost $30-40 a sq yard. properly laid asphalt base will cost $15-20 a sq yard.
For a basic 3 lane track, based on this cost, it would be upwards of $200,000
Again, you can probably save a lot of money by going with a lesser surface. And there's probably some cheaper asphalt companies if you look for them.
A full sized track based on this price will be towards $500,000
Our school track: the black layer of 40mm is recycled rubber- while the top layer of 13mm is PU.
Cost or relaying surface (and some other small changes): $150,000
