Trump is very likely mentally handicapped at this point and I'd be surprised if he could tie his shoes, let alone instigate a cultural paradigm shift of such magnitude in the US, but it's a lot easier to blame Trump because it excuses us from any action.
Trump is a bundle of projections to his followers and so gives that significant demographic a cultural "home" that both unifies them and separates them from other Americans.
But you are also right, that in himself he is a ridiculous, inferior and inadequate human being - but then so was Hitler. However, in expressing and acting out the views that he has he gives those who think like him (and I use the word "think" advisedly) a shared identity, while at the same time lending an ugly legitimacy to ignorance and prejudice. As Hitler also did for Germans in the 30's.
