You are completely missing the point. Trump did not give himself unlimited power to impose tariffs. Congress delegated it. Under Section 232 of the Trade Expansion Act of 1962 and Section 301 of the Trade Act of 1974, among other places in law.
The emergency declaration Trump issued earlier this year was a precursor and serves as the predicate action for those threatened tariffs. I assume you can google that emergency declaration if you want to read it.
In theory these delegations are not unlimited, but in the way they are structured, such as not defining what qualifies as an "emergency" they are practically unlimited. The courts are not without culpability here either, as these grants transparently violate the nondelegation doctrine but courts have ignored that to uphold them.
Bush abused these same powers in imposing steel tariffs in 2002. to cite one previous example.

The story is that he has no planned agenda for a second term, no new message for his campaign or interest in how to spend his campaign money. My observation is that he is focused on ranting about Mueller and attacking Biden. Attacking Biden is stupid as Trump will have no effect on the Democrat primaries and if he believes he can take down Biden with insults and accusations why not wait until Biden is nominated.
