They offered him a tenure-track position "several times." He was the President of the Harvard Law Review. Two degrees from separate Ivy League universities where he excelled (Magna C*m Laude at Harvard).

I guess people might not understand what an editor of a law journal does. The editor (esp. editor in chief) is essentially a publisher. There's an *enormous* amount of time spent soliciting and reviewing articles, directing their annotation, and so forth.
I was an editor (but just the senior articles editor, not editor in chief) on my journal, and just tending to day to day business was a part-time job on the order of 20hrs/wk.
AFAIR only one member of our senior staff published anything in the journal, and that was just a note, not an article. The rest of us were still very impressed that he made the time for that.
BHO was the chief of one of the country's three or so top law reviews. He would have been inundated with submissions and with procedural BS to decide which articles to use, get articles in publishable shape, and also represent the journal to the law school, the press, and so on.
On a law review, esp. at Harvard, an editor--and in particular the editor in chief--is much more a manager than a journalist.
