Anyway....has a president ever used an executive order or national emergency to FUND a project? To fund a policy? To appropriate money? I’ll leave you to your research.

First of all Trump is not appropriating funds with the emergency declaration. He is just moving funds around from the currently allocated budget.
Second, executive orders do appropriate funds indirectly. For example, DACA allows people to collect government benefits, which an illegal immigrant is not allowed to. This is an indirect way of allocating taxpayer funds. It is even worse than what Trump is doing.
