It could work out but it can get messy to figure out. If you were allowed say 6 distance scholarships, 6 sprinter, and 6 field guys how do you could say 100/200m guy who LJs? Or an 800m guy who runs the 400m?
I can see all sorts of shady stuff. Only allowed 6 xc scholarship runners. That just means the other 6 distance guys just don't run XC. You still recruit 12 distance guys. They just only run 2 seasons of XC. Obviously makes trying to handle the injury game harder and less people running doesn't seem great either. Then throw in partial scholarships (imagine you tell someone they can have a full scholarship if they redshirt or a half scholarship if they want to race) and it is really messy.
