Anton Chigur is a great answer and came to mind immediately. Among contemporary cinema, I don't think it gets better than that. Going back in time, Harry Powell (Robert Mitchum) in The Night of the Hunter is fantastic.

Is Lector even a villain? Buffalo Bill is really the villain. Don't get me wrong, Hopkins and that character are both brilliant. And scary as hell. But I found myself rooting for the guy. To me a true villain isn't someone you cheer for. That's why Chigurh is number one with a bullet. If you're rooting for him in that movie you need to be locked up.
