Im astonished that so many people seem to consider beeig out late to be that dangerous. I assume that there must be some truth to it. I'm from western Europe and have never lived a long time in other contintents, which means Im only used to civilised societies, unable to relate to this fears. In Spain for instance it's perfectly fine for teenagers to basically spend the summer nights outside. You can of course overdo it and it migh not help your studies and definitely keep you from becoming an elite athlete, there are also neighbourhoods to avoid... but the general assumption that it's innately unsafe is really bothering and a bad symptoms for a country.

I think it the wrong time to judge her behavior. No matter whether one agrees with her being out at this hour of night, she truly is an innocent victim. I wish nothing but support and condolences for her family. Plus, blaming the victim is not helpful at this time.
There is a policy issue, here, and a difficult one. Given the so-called "War on Drugs", there likely is to some degree an over-incarceration problem, particularly in minority communities. But there also is an under-incarceration problem, meaning there are some people on the streets who frankly should not be. The shooter here is on supervised release, and at a minimum his alleged conduct raises questions why he was permitted to run free in the community. It is challenging to sort out, but doing so requires discussion.
This is a difficult issue, because the incarceration rate in some of these communities is already high. At the same time, however, it is a problem. The killers of Dwyane Wade's niece had no business being out in the streets - absolutely indefensible that they were out and free. And while more information is needed to discern just how out of control the alleged shooter is here, the fact is that there is a guy on supervised release shooting people.
What is also disturbing is that this isn't Englewood in Chicago, but sleepy Lexington. It is not hyperbole to ask whether one can be safe from this time of violence.

Point blank 2: It's a tragedy. She's eating at a late night establishment on a Saturday with friends. Something a lot of teens do. She probably stayed the night at a friends house, something her parents condoned. As a parent you can only do so much. Tyson regardless of the doping conviction never came off as irresponsible. He always seemed stern, motivated, and driven. Outside looking in I'm sure he is a good parent. Besides he wasn't even in KY at the time.
I can tell you I used to roll out with my friends to IHop and taco bell back in the day. Egging cars, houses, etc. Teenagers do a lot of irresponsible things regardless of what their parents say. Kids lie to get their way. Anyone who thinks their little billy or sally is an angel is lying to themselves.
Lastly,
The blame lies in the three thugs who decided to mediate their anger through a drive by shooting killing an innocent bystander. Punish them to the maximum extent of the law.
I pray those cynical few in this forum who would rather pass judgement than condolences don't ever feel the loss of a loved one in this manner. Too many loser distance runner wannabes post crude bullshit on these boards.

The risks of having your kids run around on their own late into the morning are way more than what you say, which are plenty of good enough reasons.
But unfortunately , it does obviously include having them be a part of violence more than if they kept normal hours. It also includes having older kids/adults having access to them that you don't want. It's an accident waiting to happen and if nothing this tragic does it's still going to hurt their development.
