Tirunesh Dibaba is my vote. Multiple gold medals, 5k WR, one of the fastest 10k times ever.

Tirunesh right now. But -Ayana could take it if she breaks 14 and gets 2-3 more gold medals. Even more likely if she successfully moves up to marathon .

The IAAF Scoring Table shows Paula's marathon time equals 28:48. Statisticians have analyzed all the World Records, and Paula's is the best. GOAT. /THREAD
But.. How real is Paula? I personally assume everybody dopes at that level, but I still diferentiate between plausible times, meaning a performance that is still in relation to the clean potential of an athlete and total exageration. So, Bekele's times are plausible to me, but with Radcliffe I have on serious issue: the colour of her skin/her place of birth. Call me racist, but how credible is it, that she is a clean exception to the overwhelming trend of mainly kenian/ethiopian athletes completely outperforming any other race/country in distance running? I know that the dominance of the west africans is not that clear in the female marathon (btw. why is that so?), but I'm still sceptical...
It's all about the program.
You could argue that Paula had great talent allied to the best program.
Whether that program included ABT's and/or PEDs, well that's for each person to decide based on the evidence that has come to light to date.

Unbeaten for more than a decade, with a winning streak of 150 competitions. Double OG gold medalist, winning the first title by 14cm (nearly half a foot!) and the second by a full 10cm. She set the world record 14 times and personally raised it 16cm.
It's definitely caster Semenya for fooling everyone into thinking she's a girl. I'd like to race against the inferior gender as well. I'd probably fuk around and wins couple gold medals.

Ignoring doping questions and just looking at the facts:
Set 2 WRs that were once thought unbeatable (3K and 10K, the 3K is still standing and the 10K lasted for over 20 years and seemed preposterous until Ayana somehow managed to break it), broke the 5K WR during her 10K WR as well. Ran 3:51 1500m, breaking the WR (only finishing second to her training partner). Also ran 2:24 marathon.
Won an Olympic Gold, an Olympic Silver, and a World Championships Gold.
Sure, her career didn't last very long, but for those few years she was undoubtedly the GOAT.
