Take a look at these stats for the same timeframe as my other posts:
In Camp Tests: 1,900 (7.5%)
In Competition Tests: 12,225 (48.3%)
Out Of Competition Tests: 11,183 (44.2%)
Total Tests: 25,308 (100%)
Total Doping Violations: 143 (0.57% of all tests)
Total Missed Tests: 1,432 !!!!
I'm not sure what the policies are for testing non-USA athletes, but it should be a requirement that any prize/money winner in any sanctioned event be subject to a clean test result before they are able to lay claim to the medal/prize/award/cash. Perhaps someone who is more familiar with the testing protocol could enlighten us.
As a side note, I noticed that Catherine Ndereba has been tested 7 times (1 in 2000, 2 in 2001, 3 in 2002, 0 in 2003, 1 in 2004) by USADA. Surprisingly, Bernard Lagat was also tested once (in 2003) by USADA. These two names are two of the VERY few foreign athletes whose name shows up in the USADA testing database. I'm not sure that there are any others. So, your idea of testing Kenyans, Russians, etc. is not unprecedented.
The efficacy of the testing is something I really wonder about. Afterall, only 143 of the 25,308 test resulted in doping violations. That's a pathetic 0.57% of all tests. If the sport is so dirty and USATF is so interested in really cleaning it up then it's obvious that they are not looking for the right kinds of dope or they are not being honest about who is and is not testing positive.
The tests of Lagat and Ndereba were likely all in-comp tests, and none for the new Russian Army that's storming the road scene. No out of comp tests for the three major groups of Kenyans in the US (Boulder and the two Philly area groups) or for the Florida and DC-area Eastern European Crew. Meanwhile, tons of Americans, many running against, and losing to, these foreigners, are being subject to OOC testing. This doesn't make sense.

One of the more noteworthy busts of a Euro-star occured when an American joked (in mid-stream) that the tester should "drive down the road and test the foreigners for a change." He did just that and the aryan race has never been the same.

Two questions, I be interested in hearing you address:
1. Can testing really have any effect on the amount of doping?
2. Where does the money come from that you referred to for improving tests and increasing there frequency?
My bias regrading these two questios:
1. Testers will always be one or more steps behind the dopers.
2. The amount of money put into doping will always be less than that put into testing as the testing money is limited (as it comes from government coffers). This leads to number one.
