Got to agree this was very long and a little bit sad. And not that interesting.
They're not trying to get a Boston time (note, Boston doesn't have the same prestige outside of the US). One of them got angry that you flagged the bib-swapping. End of.

Over 3000 words, but boils down to this: two runners swapped bibs for no apparent reason. That's it, that's the entire story.
1. Who cares?
2. You congratulate yourself on your pacing and that you passed so many runners between 30k and 40k, but actually most of your passing is before 30k.
3. You see a picture of a guy with you at 23k and desperately look up "how bad it got for him?" Gee, you sound like a pleasant person.

I definitely agree that this blog is excessively wordy. Can't believe I actually read most of that and it boils down to essentially nothing.
In regards to the threatening-sounding legal letter: Take out the parts specific to this case, then take the rest and throw it into a Google search. People are lazy and thus probably just searched for a generic letter, made some edits, and sent it to you and hoped that you would be freaked out and immediately removed everything. They're not going to sue you. Nobody wants to spend the time and money on something they won't even benefit from.
The only way to stop cheaters is to expose them: post their pictures, their threats etc.

Also, your form looks pretty bad, especially at only 23km. You have that sitting-down-in-a-chair look of many runners with a weak core.
