All I know is that I live in hill country, and it is also hot and humid here in the summer. None of our races around here are flat. None. The fastest I have seen is 14:48. I see 15:xx here and there, and these races would be in better conditions (fall or winter). In our July 4th race, the two best guys in the area did not show, and the race was won in 16:40. The course is very hilly--with a steep one near the end--and it was a humid morning, and 16:40 was a nice time.
Stop making sweeping and/or uninformed generalizations.
My local 5km is won in 13:50-14:20 range :/. Some Kenyans come in on a bus from out of state

Local 5k's are usually won in 17-18 minutes, not 15!
In fact there was a 5k in at Newport Beach in southern California recently that was won in 19 min and the winner received $200!
