I'd be curious to know if USATF has a formal rule about this. Although it's not entirely analogous, other sports like football watch this very closely and have detailed rules. Canadian-born Owen Hargreaves was eligible to play for Canada by birth/citizenship, Wales through his mother and England through his father. Although he played for Wales as a youth, that didn't count for senior representation and he sat out an U21 match he was going to play for them when England said they wanted him. So he played a brief but successful international career for England, by far the toughest of the three teams to make.But even if Pappas declares to run internationally for Greece, she's still a US citizen. Wouldn't that make her eligible to compete for USATF funding, prizes, championships? Although I agree there's no way she'll run the 10,000m USA trials.

I don't know the official process for representing Greece, but if that goes through, I'd imagine that she would no longer be eligible for competition in the USA national championship meets.
