I wear two tights usually. Typically it's for the same of modesty. Some tights, when new, are adequate alone but usually I'll double layer.
If you consider doubling up "wearing underwear", then I suppose yes but I don't have any effeminate panties that are specifically for wearing under tights.
Any regular underwear would look utterly ridiculous. Exercising since I usually select boxers.

Depending on how cold it is, dictates the underwear, or the commando. Runderwear is a must if it is below freezing and there is wind.
If it is cold enough to wear full-length tights, then wear running underwear to keep the twig and berries safe. Wind-blocking underwear is crucial to frost-bite prevention in the 0s. But if it is in the 40s, the knees must be shown.

Underwear cost next to nothing.
I'd rather arse-sweat through my underwear than tights. Also, wearing tights every day it's nice not to have to wash them every time.
