On the contrary, it changes everything. It would increase the qualifying window to closer to what it used to be. They always had the qualifying window start 18 months before the race, just as it does now. But they used to allow registration to go as late as February for a Boston in the same year.
Now that they've moved registration for, say, the 2017 Boston to open and close weeks before most of the 2016 fall marathons, you've eliminated them. They can only be used to qualify for one Boston (2018) not two (2017 and 2018) as they would have before.
The BAA wanted to cut down on the number of qualified applicants so they just moved the registration date up.
