I haved trained and raced both Dempsey (UW indoor) and the UW outdoor track several seasons (within weeks of each other), and I run about 8 sec. faster for the 1500/mile on the outdoor track when it is calm, and about 8 sec faster indoors if there is significantwind. But I have relatively long legs and will always run better on 400m track, if it is wind-free. Some short guys may run about the same on both.
Keep in mind that most spring days there is at least an 8-10 mph wind in this area, so outdoor times will be slower than at Dempsey, plus often not as good competition.
