What is going on here that dozens of athletes at once are sanctioned for the same issue of missing tests? Was there very little testing and then all of a sudden they started testing and the cheaters skipped out en masse? Was there coordination? Did they not get in touch with the athletes properly? Was a new test for a substance they were using announced? Something is off about this. We need some contextual explanation to understand why all of a sudden, out of nowhere dozens of athletes are sanctioned for the very same reason, and that is not a positive test.

Guessing some on the list have avoided testers and tried to hide. Also many on the list have also been reported to wada to be tested from peers. Some already have positive tests who are on both lists!

NOP athletes have missed several tests. They will not be banned because US doorbells don't always work. -
Some of those are mistaken translations of names. Anna Incerti, not Uncertain, Ruggero Pertile, not Roger, etc. I believe the second list is of people whose files they have asked to dismissed, i.e. who did nothing and are not being charged.

This fact is why attributing the 26 who were banned to an administrative error is disingenuous. It was these 39 that were an error, and subsequently cleared, but the 26 are confirmed. More information about the case is needed, but for now, there is nothing to suggest that blaming CONI instead of the 26 athletes is warranted. -
