I live in Austin, can confirm it's a great town (great running community as well). There are lots of tech jobs, if you have the drive you can learn to program and find a job pretty easily. Many programming jobs don't necessarily require a CS background, you just have to prove yourself in an interview.
If you don't want to do tech, the University of Texas is a huge employer in the city. I have no idea what you want to do, but I can tell you that you will not have a fun time in Austin making less than $70k (unless you're very frugal). It's the most expensive city in TX, although quite a bit cheaper than Boston.
