Tiffany and Cartier--that's the list.
Take a cruise that goes to mexico you can find a real nice diamond and ring for a great price. The money you will save will pay for the cruise.
pawn shop? Buy cubic zirconium. she will never know the difference.
I would recommend going directly to the blood-mines.

Most of the diamonds you're going to run across are lab-created. They are indistinguishable from natural diamonds, but of course the natural diamonds are quite a bit more expensive.

That's a rule of thumb promulgated by jewelry companies.
Fortunately, I didn't have to buy an engagement ring for my future wife; she thought it was a waste of money. I did have to buy her a pair of running shoes, though.
If you're in or near a city, look up established diamond sellers in its diamond district. You'll get a better quality stone than at a mall store.
My wife loves her ring and the diamond is a manufactured diamond.
Not cheap, but if I'm honest, not expensive either at $2800. Equivalent in size to an $8000 real diamond.

Unless you are planning a total surprise for her and she knows this is coming, have her go with you ring shopping. Let her know you need multiple acceptable choices. She'll know what she wants so pay attention.

Jeweler's Row in Chicago... Or NYC if that's closer. If your gal wants to have the Tiffany box/name go there, other wise tons of great choices for far less than the name brands in stores that don't give you a glass of champagne while browsing ;) also, does your gal WANT a clear perfect stone? I have a yellow imperfect stone from Chicago (S&V jewelers, great custom work!!!!) and spent $2700 for 1.03 cts about 8 yrs ago. My kid brother bought the exact same 1.03 cts on Blue Nile including the 5% cash back on his chase card and spent $6k for a higher clarity stone. If your gal wants clarify fine but if not there is no reason to pay for it. Do what fits your wallet and your wishes! Just do what you can pay cash for and insure it after you buy it. Personal articles policies are not expensive and worth it for peace of mind!

To answer the original question, do some research and find a local store that is well rated. Do not go to a chain and do not buy it online.
If you think you have found a ring, go to this site and get their opinion
Send them the GIA certificate (do not buy a diamond unless it is GIA certfied) and see what they think. They will give you an honest assessment.
