Some context. Here are the people who went sub 3:30 in the last 3 years at Monaco:
2013 - Kiprop, Farah and KMwangangi
2014 - Kiplagat, Kiprop, Kwemoi, Souleiman, Iguider, Wote, Willis
2015 - Kiprop, Makhloufi, Iguider, Farah, Willis, Manangoi
And that's before taking into consideration all the PBs that were smashed. How many times has he been able to run in a 1500m, with those conditions, in which the main racer (kiprop) was attempting to break the WR? Remember, he's a 5/10K guy working on his speed. You do realize that without pacemakers and Kipropr's determination to break the WR, none of those other guys would have gone sub 3:30.
The fact that he did it twice, in similar conditions, tells us that it wasn't a fluke or suspicious. If he had struggled to break 3:30 in his second 1500m race (2015), with similar conditions to his first race (2013), then you could rightfully question his 2013 time as being abnormal.
