When did you run that 19:33? Has your training been similar or better since?
If so, and perhaps even if not (I mean, if you ran that time on 10 miles per week, then yes you will get to 19:00 by the beginning of the season), then yes.
Some things:
1) Don't go crazy with mileage. You shouldn't up your mileage more than 10% each week, and every 4th week it's good to step it back.
2) Buy GOOD SHOES and change them every 300-500 miles. Any time over 300 miles you start to get little nagging injuries, it's time for new shoes.
3) Do regular running after the CC is over, and keep it up year round with just a week to 10 days off between seasons and then be ready to be MUCH better as a junior.
