With any significant amount of snow, not really usable. You could slog through it but it'd be very slow going and you'd have some very wet feet.

It sort of depends as what you define as "on campus." Lehigh and Lafayette, for example, have course at their athletic facilities which are located away from their main campuses but the courses are on their property They aren't using a park or golf course or some such thing. Some others that either have on campus courses or did when I ran in college forty plus years ago are (or were)
Colgate
SUNY Albany
Messiah (last I heard they are still using the on campus course they had when I raced there)
Pitt-Johnstown (really nice course, possibly my favorite)
Wisconsin-Parkside
Mt. St Mary's, Md. (from ages ago)
St. Francis, Pa. (ditto)
T
Mt St Mary's still has it on campus... if it was a consistent type of path t would be insanely fast.. switches from dirt to gravel to bigger rocks.. Crush that sh!t up Mount...
St. Michael's college in Winooski VT (just outside Burlington). Flat and fast.
Berea College in KY has (or had?) one that made a few flat loops then went up and down a gnarly trail. It had some ridges and hills. The downhill out of the trail was pretty dangerous and I could easily see someone faceplant.
Alan
Keene State has a nice forested course on campus.
Eastern illinois university has a good one
When I raced on MSM's course it was all grass with a few barriers to hurdle. I really liked it although it was surrounded by fields and woods and it was hunting season. You could hear shots nearby. That was a little unnerving.
I've definitely seen pictures of that. It'd be so much better than what they've turned it into now... though I'm sure the Emmitsburg townies firing guns is one of the most frightening things to encounter.
Huntington University has a true cross country course with a creek crossing, and constant up and down.

The word for Emmitsburg townies in those days was "kickers." don't know where it came from. Too bad they changed the course.
UW-Parkside has one of the most "true" and best courses in the nation.
Can we stop counting golf courses as legitimate xc courses? manicured grass, light hills, designed for optimal draining; they're laboratories before they are courses.
And no, UW Madison's course is terrible
Wartburg College
Apparently now Buffalo
Western Oregon University. Pac-12 just used it a couple of weeks ago for their championships.
Southern Illinois University in Carbondale, IL has an 8km course on their campus. It's all grass, no concrete, and not part of a golf course.
Utah State's course is on the north end of their campus.
It is a JC, but Mt. SAC
Yep . . . Parkside's course IS awesome while UW Madison's is a winding course in full hot sun.

College of Wooster has a course on campus.
