I'm confused by this statement. I thought Wheating's lack of international success was due to injuries, not lack of drugs. Did I miss something?

I will assume you are being genuine and say that, yes, you are missing something. Injuries can stem from overtraining. Overtraining can stem from lack of recovery and rest as you try to keep up with the competition. Lack of recovery and rest apparently can be overcome through thyroid medication, thus allowing faster times without injury, while your competitors need to rest and recover or risk overtraining and thus injury.
