Maurice Greene ran 10.42 in HS and 9.78 with John Smith. Sprinters aren't completely mature in high school just like distance runners. And as they get mature, they can handle significantly higher intensity/load in college. Andre de Grasse ran 20.72 in Canada before coming to the US.
If Josh Norman gets the same coaching as de Grasse has had this year, things are going to get interesting.
Bolt at 18 - 19.93 (WJR), Bolt at 23 - 19.19 (WR) seems like a pretty big difference to me....
