Weekly mileage totals don't matter at all to anyone except yourself and however much running you do in a week will have the same benefit on your fitness whether you count it as 60 miles or 90 miles. That being said, I would say the general convention is to count miles run in track workouts in your weekly total but remember that it's how much you run not how you define mileage which will impact your results.
I think a better question is, assuming you aren't hoping to peak in September, why are you planning on running track workouts in the summer?

Yes. in a 6x800 workout, you could call that 3 miles.
Count every bit of mileage, except for recovery jogs in interval workouts, unless they're a key part of your workout
