Between NATing and typical changing IP addresses, that's a non-starter.
Option 1:
Send the guy an email with a valid, unique URL to click on. The http server log will verify it. But, it has to be unique for just this purpose.
Option 2:
Send an HTML email with images hosted at a unique URL. The email client downloads the images and the http server verifies it. Again, it has to be unique URL just for this purpose.
Most of you knuckleheads blindly download everything in html email messages so option #2 is the most likely way forward.

Douglas Rendall (lime green top) is just entering in the distance and at 2:09.23, a dark figure comes from the left but never crosses to the other side. I could be seeing things but that person ends up being Mike Rossi.

Camp Hill isn't very close to where Rossi lives. Doubtful it was his home domain. Probably the work of a sub contractor.
Of course it's possible that a course cutter can jump back into a race further on down the line. We know that that happens a lot. However, in this case we know that Rendall and Rossi started and finished the marathon within seconds of each other. If Rossi left the course as people are maintaining, he either:
A. re-entered the course at a point where Rendall just happened to be running by, an amazing coincidence, or
B. He was waiting for Rendall at some point along the course so that he would know when it would be a good time for him to jump back in and not arouse suspicions.
If the latter, then there may indeed be photos or witnesses that saw him milling about on the sidelines.
There is of course option C. He actually ran the marathon and shadowed Rendall from start to finish and had the misfortune of being skipped by the photographers.

BTW, even if you do the above, the dhcp lease on his address may have expired and the troll has a new public address. Typically, those DHCP leases are very long though, so maybe you get lucky.

Wanted to debate that, but I think you're right.
Paula Radcliffe: 14:29/2:15:25...M pace 9.7% slower than 5k pace.
Rossi: 21:52/3:11:30...M pace only 3.6% slower.
Rossi would need to run a 5k in 20:29 to have a similar speed decay as one of the greatest ever had.
