I know the only way I will be able to run around 4:15 for the mile is to be able to run around 1:57 or so for 800m. As of now I can run 4:20 for the mile but only have a PR of 2:01 for 800. How can I attain some more leg speed?

How do you know running 1:57 is the only way to run 4:15? How do you not know how to improve your speed? Sprint, rest, repeat. Just like endurance.

I topped out at 2:00.4 for the open 800m, but ran a 3:55 1500m (give or take a 4:15 mile about) a week before. I had come off a 4:17 mile indoors as well where I only split like 1:59.9 in a 4 x 800m relay. Never broke 2 flat for the open 800m though.
It takes a lot of strength (I was also in 29:40s 10km shape at the time), but it can be done!

As has been said, the only way you will run 4:15 has more to do with running 63, 64, 64, 64 than what you run for 800m.
Also, leg speed is not what lets you run 1:57, but lactate-capacity and lactate-tolerance has more to do with it. I am sure you are fast enough to run a 14.0 100m and a 29.0 200m, but that is not enough to run 1:57. Improving your leg speed will not necessarily bring you from 2:01 to 1:57. If you can improve your anaerobic capacity from where it is NOW, you can improve in the 800m.
