So I was checking heats for an invitational I have tommorrow and the top seed for varsity girls was a freshman girl with just over five minutes as her 1600m PR. Just curious, how fast is that exactly?(like national scale or best in state or?)

Elite freshman would be sub 5 for the full mile.
This doesn't include athletes that run mile or 1500m instead of 1600m, but to give an idea here is the (outdoor only) freshman rankings on Dyestat for the last few years.

It would depend on the particular state. But anything sub-5:30 is pretty elite.

"Elite" is a relative term, though I would agree that 5:30 isn't going to be considered "elite" in many perspectives you'll find on here (a national distance running forum).
Are we talking sub 5:10 for a Freshman? That's damn near elite, especially at this point in the season. Also depends on what part of the country you're in.
