Yep. Minneapolis is (un) fortunate enough to have three very popular lakes in its city limits which are almost exactly 5km around. In spring/summer/fall there are charity races that are practically falling over each other to be able to host their race at Nokomis, Harriet, or Calhoun. Practically every weekend there's a Run for Freedom or Joe Schmoe Penile Cancer Remembrance Run or what-have-you. If demand is that high, and the Park/Rec board is tight on cash, the only logical economic decision is to charge more money. It'd be foolish NOT to!
