The High Line's basically straight west (10th Avenue or so--you'll probably want to get to the 34th Street entrance). Maybe a ten-minute walk there? Some nice views if the weather's decent, plus a whole setting that you just don't expect to find in Manhattan.

If you're taking Amtrak, you will be 45 minutes late anyway. Make sure to wear your running shoes to make it to your next platform in time
Assuming you are on time (not likely) you really don't have time for all these "10 minute walk" suggestions. Getting out to 7th Ave from the train could easily be 10 minutes itself. I would reload on non-Amtrak food, in the depressing food courts before positioning yourself to get the best possible seat on train (I assume you are switching trains). If you must go outside, stick to the immediate perimeter. Brother Jimmy's was a good suggestion, but everything nearby is intentionally weak and positioned for MSG fans and people with 10 minutes to eat, like yourself.

If you've never been to NYC before, just go outside and go for a walk for half an hour. It's a commercial area with lots of tall buildings and tons of people. Pretty exciting if you've never been to the city before. Just make sure you get back to the station on time.
