OP still raises a good question, there are many good white Europeans, white Australians, and Asians who run 10.0x / soon sub-10 but in America there are no good white sprinters. It is not purely a genetic thing.
I don't know about "good question."
Culture, obviously, is a big factor. American black culture stresses masculine, fast, powerful sports such as sprinting, football, basketball. You see this in countries like Jamaica, too, where all of the real estate is put into sprinting. American whites haven't historically had that same cultural push and tend to go into more "thinking man" sports like baseball or long distance running. American black culture tends to rebuke what are considered feminine sports like long distance running, whereas white culture tends to be more accepting.
White European culture, much like Black American or Jamaican culture, has invested more into sprinting, unlike white Americans who still tend to consider sprinting a "black thing" and are less likely to gravitate to spiriting in the first place. If you've ever been to a track meet and have seen the 100m lineup, this is evident as the vast majority of the runners are black.
