The only rational role of government is to protect individual rights, i.e. the rights to one's life, freedom, privacy, and property. This means the government has to be responsible for law enforcement, justice, and national security (which does not include spying on or abridging the rights of innocent citizens on the premise that one out of a million might be a terrorist). Fire departments used to be private a long time ago. You would pay to have a medallion placed on your house indicating that the fire department should put out the fire. If you did not have a medallion, your house would just burn. Eventually, competition began to crop up with fire departments showing up to houses that did not have medallions and offering their services on the spot. Competing fire services would often get into fights over who would put out the fire. Houses would burn to the ground as fireman slugged it out to see who got the job. The worst part of the private fire service was that they would let one house burn so that the fire would spread to houses that paid for the service. This resulted in massive fires that destroyed entire city blocks of houses.
