They can call cellphones but not using auto-dialers, which is how a lot of telemarketing is conducted. Manual dial is expensive.

So drop Sprint, go wifi only and you can still place calls thru a 3rd party app, like Google Voice, Skype and others. You can text thru whatsapp, textfree and plenty of others.. As long as you have a wifi signal, you'll be able to do this.
I was having this conversation yesterday with a co-worker...for most people 90% of your time is spent at work or at home. If you feel like you HAVE to make a call and there is no wifi, just ask to borrow a strangers phone. I've never been turned down. Most of the time if you are out and about, you're probably no more than a 5 minute drive from some place that has free wifi (hell, car dealerships offer it now...starbucks..restaurants..some gas stations..hotel lobbies, etc)
