No. It's pretty simple. If you do it right, the running motion keeps you afloat in the deep end. Makes it a real workout. Those who use flotation devices don't do it right.
I've been aqua jogging a minimum two hours a week, sometimes up to 100% of my training due to injury, for the past 8 years. I've never worn shoes, I was only able to do it easily without a belt when I was aquajogging everyday.
At the least you should have a belt or even a noodle to assist your flotation. Jogging in the water is about form, and most people are not strong enough swimmers to be able to sustain good form without flotation. Shoes are not necessary unless you are in shallower water and the bottom is not kind to your feet. You can easily shred your feet on tile in the pool.
Ummmm.... Pretty sure he said sheos. You def need your sheos if you're aqua jogging, I've never had a good workout in the pool without them.

This is correct. After getting used to the running motion, our college coach would take away the floats. DAMN it makes it a harder workout. I figured out that if I flatten out my hands like horizontal planes that it really helped keep me afloat.
Most indoor pools I've used had aqua jogging belts. While you might be able to do the workout without the belt, it makes sense to use it at first because good running form is important and that's harder to do, especially at first.
