I would say 10-15 reps
Full recovery - about 4 to 5 minutes
1 to 2 times a week

the best hill I have available to me for this kind of training is 90m-100m roughly, would you still recommend building to 15 reps or instead stay with the latter and stick with nearer 10

UK - I would start with maybe 6 to 8 and try to work up to 15 if able. But you would derive great benefit even if maxing out at 10. The key is doing them pretty much all out - that is why the long recovery. I used to do mine at a college stadium - which had a 150- meter steep ramp along the back. That did wonders for my speed.
