It is impossible not to extend your hips or use your glutes when sprinting. You are badly misperceiving things.
I mean the hyper extension on concentric phase..
You need to stop reading Charlie Francis and just shut up and run. An 11.5 sprinter isn't going to look like Usain Bolt in motion because he isn't as powerful and isn't able to generate the same kind of movement. The glutes fire the moment before you land on the support leg, not as you're pushing off.
It must be under 11 according to my power and strength I think.. There is a lot of weak guy here but faster than me.. And they are able to use their glutes :)

That tells something.. I don't say If you are strong, you are fast but long jump, box jump etc. must be tell something..
And If you can't feel your glutes and do 440 hip thrust, there must me different problems..
Have someone who knows what they are doing check your form when you do your exercises.
do steep hill running, then progress to hill bounding and springing. 2x a week for a month, see if you notice a difference. stadium stairs can help too.
look around for how to set up a lydiard-type hill circuit incorporating the different exercises.
focus on "hips forward" and "drive the knee".

If you think your glutes aren't active, then do glute bridges. No hamstrings!

Strength isn't important. Strength divided by weight is important.
