You're more endurance oriented. With training you can develop endurance, but for the most part people are more geared towards their specialty. Like Lagat was a 1500m runner then a 5k runner. Rupp is a 10k runner that can dabble in the shorter stuff at times. Wilson Kipsang is a marathoner. We all have our strengths.
My suggestion for you is to train 40-50 mpw if you're not already. Build up a good base, get your long run to 10 miles. And do strides twice a week.
After a good base, do speed work. Train for the 800/1500m. With your lack of speed, this will do wonders for you. Based of a 24 min 5k you should be able to run a 634 1500m, which is 1:45 per 400m. So do workouts at 1500/800m pace to develop the speed. Over time you may be able to get down under 6 flat for 1500m(96 per 400m pace) and under 3 flat for 800m (90 per 400m pace).
This will do wonders for your 5k ability as you develop the speed you will be much more efficient and much more comfortable at 5k pace. If you need help planning 800/1500m training, wait til late in the base phase then make a thread here on letsrun asking for advice on the 800/1500m training.
