Around The Horn did a portion on this. Which was worse the runner or the cyclist celebrating too early? Couldn't hear the whole thing but it sounded like the panelists were taking the cyclist.

The cyclist celebrated too early because he miscounted the laps. The cyclists celebration did not cost him the win. He wouldn't have won anyway. But Makhloufi's early celebration cost him the win--that is the difference.
