Brent is right. Although this won't help Wisconsin now since he already has a ticket, it is very possible to get off by being polite and honest. I have been pulled over for speeding six times through my life but still have zero tickets.
As an example, there was one time it was midnight and I was driving 40 in a 30 mph zone. I noticed then that there were headlights in my rearview mirror about half a block back, so I hit the breaks and dropped back to 30. It turned out it was a cop, who then sped up and pulled me over. He asked, if I knew how fast I was going. I told him I wasn't looking at the odometer at first but then noticed I was going 40, so I slowed down. He let me off.
Another time, I truly hadn't seen a reduced speed sign and didn't slow down even though I knew the police officer was trailing me. He pulled me over and I told him this, and mentioned that I was going the right speed already when I first noticed him tailing me. He said that he could see it was probably an honest mistake then, and let me off.
All six incidents were like this.
