At 16 I ran 1:19:30.

No context. If he has never trained, then it is a nice time. But it is essentially just a steady, uptempo long run for a teen age cross country runner. Half marathon times don't mean too much for high school athletes because most would be training specifically for cross country and track. There will be no shortage of half marathons to run in the future, but cross country and track opportunities (especially representing a team) diminish considerably after high school.

He should be racing shorter distances at his age. If you don't get speed when you are young you never will

I'd agree with the 1:20:00 above. 3 of my friend as juniors (16-17) in high school ran half marathons in 1:18-1:21.
Their 5k PRs were ~16:30 and ~17:00 for the other two.
Funny that they came in reverse order of their 5k PRs and the 16:30 5ker was the only one not too break 1:20.
A guy on my highschool team ran about 1:22 at that age and was nowhere near the best guy on the team. He just happened to do a half.
A good time is what the 8:30 3k kids would do if they actually ran a half.

Back in 1981 I ran a 1:31:42 1/2 marathon at the age of 15. The winner of the 15-19 age group was a 16yo who ran 1:13:47.

Regarding 1:16 being the record for 12 year old girls... that's not quite right. It's the record for 13 year old girls.
http://arrs.net/SA_HMar.htmI ran a 1:20:08 today. I had practice today. Today was our Long Run day. We have a long run every Saturday. I run a 1:20:00 half marathon every single weekend and I'm not even racing, I'm at practice.
I would be more curious to know how he handled the HM, than how fast it was. Did he blow up? Did he feel terrible for several days afterwards? Did he have a good sense of racing at that distance?
I tend to think that a 5k can be a pretty hard distance for kids that age, when it comes to meeting whatever potential a 16 year old has, as far as strength and endurance goes. He might be a growth spurt or two away from being an amazing or terrible HM runner.
I ran just under 2 hrs for the half at 16. Thought I was pretty good stuff. Since I run in the mid teens into my late 30s and still PR'ing so I think people can get better.
I've seen some 14 year old run under 1:30 for a half. I'm quite impressed and for your son. But I hope they don't burn out.
I ran that race almost 25 years ago. Keeping with the sport is the real key.
