Not something I'm familiar with but a few points from scanning this.
1. This guy is representing himself without legal counsel. This raises some questions for me.
2. The complaint states he approached Nike in 1989 with shoe design ideas and his employment relationship with Nike ended in 1998 since which time he has been self-employed. This makes me question a bit about his specific knowledge of NOP drug programs in 2005 and beyond.
3. This is mainly a patent lawsuit regarding shoe design. Most, but I admit not all, of the drug stuff could have been pulled from various Malmo threads, other LetsRun threads, and newspaper articles. The more specific info in his complaint is from the late 80s. The other info (particularly the NOP claims) seems to be second, third, etc hand info or things I could have put together culling info from the internet.
Looks like he has been involved with a few other shoe patent law suits as well (one for an Adidas soccer cleats). I wonder if those other law suits were successful...
Also, it looks like he was a consultant, an not actually employed. Perhaps this was so he could own his intellectual property.
Anything else about this guy. I can't find much to substantiate how close he was to Salazar and other athletes.
