Has it been calibrated? How do you know exactly what 6:15 pace is, what chart or calculations showed you that?

I go to an Anytime Fitness center so I don't want to jack up or put shims under their treadmills. My goal was to run outside at least once a week this winter, but it has been exceptionally cold and snowy.
Where do you guys live that "running outside once a week" is that hard/brutal? The northeast has been cold but never could enough to make me stay inside once or twice per week.
Everything is concrete and cars where I am, the tracks have 8 foot fences and are not dependable to run on.
I have a course on the roads and sidewalks but it's not suitable for repetitions or time trials.
A good treadmill would be very helpful to me.

I suggest working harder by raising the incline instead of speeding up the belt. Much easier on your legs.
^ This.
I have been doing "Tegla" workout (named after Loroupe) once a week since the start of the year.
After 2-3 miles of warm up, set the speed to 10-15 sec./ mile slower than MP.
Start with 1% incline and raise it by 0.5% with every 0.5 mile. Run a total of 5 miles with the last 0.5 mile at 5.5%.
Cool down 1 mile.
The last mile (5-5.5% incline) feels really hard, even though the pace is moderate.
