Electricity began more than 13 billion years ago. So, I'm going to say probably more humans have lived since then than before that time.

Electricity existed before "Benny from Philly flew his kite." In fact, various biological functions involve electricity, so no human could possibly have lived before electricity.
It's counterintuitive if you are swayed by the huge increases in world population that have occurred over the last centuries. If your view is that there have existed a anatomically modern humans for several hundred thousand years, you've got it right, and perhaps it's not counterintuitive at all.

Number of humans prior to the development of electricity: ~95 billion
Number of humans post development: ~12 billion
Electricity was rolled out to the masses in all its glory in the Chicago fair of 1893. I think we could say it had a good start into the development phase by 1900.
It's estimated that around 107 billion people have been born. Over 6 billion are alive. Even with massive population growth since the invention of electricty, there are still more humans living prior.
